Bottom Winner Centerboard case rubber. These are stuck in the case to protect the boat and the centerboard. The type / shape of the rubber depends on where in the case it is situated. Angled ones at the bottom, rectangular at the top back and flat one at the front of the case.
Use Sikaflex 291 to attach.
